水库移民长期补偿方式探讨

水库移民长期补偿具有土地功能物化、工程建设效益共享、移民参与程度高的特点,既有利于移民生活水平的提高,也有利于区域经济发展和社会稳定,同时还可以降低水利水电工程建设一次性初始投资,是水利水电工程建设征地移民安置方式的创新。水利水电工程尤其是水利工程大都兼有公益性和经营性特点,应结合管理体制的改革,在推行现代企业管理制度的基础上,明确经营性、公益性和准公益性项目对水库移民安置补偿应承担的责任,遵循市场经济原则,分别实行企业独立承担、国家全面负责和企业承担与经营性资产相应责任的长期补偿的方式。
