水能资源开发权有偿转让若干问题探讨

浙江省率先在国内推行水能资源开发权有偿转让制度,由于是制度创新,缺乏可供借鉴的经验,因此在实践中出现了一些问题,有待于规范完善.本文就此作出探讨,期望国家主管部门能尽快出台规范性文件,使之能真正成为推动我国水能健康、可持续发展的有效手段.

Probe into the Paid Transfer of Water Energy Resources Development Access

Zhejiang province takes the lead in pushing the paid transfer institution of water energy resources development access, but due to the institution creativity, it lacks the experiences that can be used for reference, therefore, some problems have happened in the practice that need to be regulated and improved. The article probes into this question, and expects the national competent authority to issue the regulation document to promote the healthy and sustainable development of water energy of our country.
