电网全过程工程咨询取费分析及统筹费的确定

目前全过程工程咨询取费的标准及出处尚不明确,导致各地区、各行业取费不规范、随意性大。结合电网工程全过程工程咨询开展的现状及三种模式,对全过程工程咨询的各专项费用及“统筹费”的计取基数和费率进行探讨,并建立相应的计算模型,特别讨论了在不同模式(组合)下,对应统筹费的计算方式;在此基础上测算相应模式下的咨询成本,验证计算模型的合理性,供有关部门或机构参考。

Analysis of Consulting Extraction Cost and Determination of Overall Cost for the Whole-process Engineering Consultation of Power Grid Project

At present, the standard and derivation of the whole-process engineering consulting extraction cost are still unclear, which leads to the problems of irregular and arbitrary charging in different regions and industries.Based on the current situation and three modes of the whole-process consulting of power grid engineering, this paper discusses the calculation base and rate of the whole-process engineering consulting extraction cost,establishes the corresponding calculation model, and especially discusses the calculation method of the corresponding overall cost under different modes(combinations).On this basis, calculates the consulting cost under the corresponding modes, and checks the rationality of the above calculation model, provides reference for relevant departments or institutions.
