常德市海绵城市建设项目实施体系构建

海绵城市建设与实施需要解决构建海绵城市建设的规划建设管控体系和建立海绵城市建设技术标准体系等问题。通过客观复原常德市海绵城市建设试点过程中规划建设管控历程的演变,并基于现有的规划建设管控体系,构建了与海绵城市建设相适宜的规划建设管控体系。在海绵城市建设标准体系上,以问题为导向,构建常德市海绵城市建设有关材料、规划设计施工等标准体系。为城市政府及相关管理决策部门在海绵城市建设与推广过程中提供借鉴与参考。

The implementation framework for sponge city construction projects in Changde City

There are several problems need to be tackled during the construction and implementation of sponge city,including establishing the planning and management framework and technical standards for the sponge city construction.Through objective review of the planning and management framework during the sponge city construction processes in Changde City pilot areas,and based on the existing planning and construction management framework for sponge city in China,a suitable planning and construction management framework for sponge city is proposed.Problemoriented technical standards and guidelines for construction materials for Changde sponge city construction have been developed based on the proposed sponge city construction standards.It provides reference for the city government and relevant decision-making departments in the process of sponge city construction and promotion.
