This study on regulatory planning technology criterion of Shanghai emphasized on the planning guidances of comprehensive optimization, safety, comfort, effectiveness and differential control There were several index adjusted in order to highlight the above guidances from the following aspects： the road span and road network density were increased, the motor vehicle speed were limited, the bus stations area standards were compressed in considering of the shortage of land resources, the concept of pedestrian and bicycle priority area was put forward including speed limit, pedestrian channel quality and traffic calming.
