我国县镇(乡)村域规划问题与对策

我国正处在由农业国家向新型工业化和城市化国家的转型时期,城镇化进入快速发展时期。"健康城镇化"和"新农村建设"双轮驱动成为党和国家应对我国经济社会发展转型、推进城市化进程重要战略措施。本文根据我国县镇乡村区域层面规划存在问题,如区域性空间管制规划被架空、国家相关政策得不到有效落实、村镇基础设施规划对农业现代化和农村发展支撑不足、村镇体系规划脱离实际等,进行了国外相关研究和对策的研究,并对国内相关的制度设计和技术基础进行了梳理,提出县镇乡村域规划创新对策思路。

Problems and Countermeasures on Planning of County Level,Township Level and Village Level in Urban China

China is in a period of transition from an agricultural country to an new industrialization and urbanization country. Chinese urbanization is entering a rapid development period. The healthy urbanization＆quot;and the new rural development had become important strategic measures to deal with the transformation of China＆#39;s economic and social development. According to some planning problems at the rural and town level, such as the sidelined regional planning with the spatial control, the lack of effective implementation of national policies of the rural and small town development, inadequate rural infrastructure planning to support the modernization of agriculture and rural development, and the rural planning system was divorced from reality, this paper researched on the foreign cases and the system design and its technical basis, and proposed a framework of the new rural and town planning.
