摘    要:目前自然界中可利用的水资源越来越缺乏,城市缺水会严重制约城市可持续发展。以系统科学理论为框架,以北方某新区为例,构建生态、低碳的城市水系统,通过"渗、蓄、截、回"工程措施和政策保障,实现城市水资源的综合利用。

Abstract:Since the available water resource in the natural environment is becoming more and more insufficient,the water deficiency can greatly restrict the sustainable development of a city.With a framework of systematic science theory and taking an example of a northern city about the creation of an ecological and low-carbon urban water system,urban water resource utilization can be realized through engineering measures(leakage,impounding,closure &reflux) & policy guarantee.
