Study of issues related to original water right distribution in river basins

The negotiation is undergoing for water allocation plans of the Daling River Basin and the Huolin River Basin in the Songliao River basin. In the process of original water right distribution, issues such as water resources bearing capacity of river basins, selection of time and space features in water allocation and understanding to efficiency and fairness are raised. It is a necessary step of carrying wide-ranging studies on these issues during the process of making water allocation plans, which are interacted with the natural, economic and social attributes of water resources bearing capacity.
