| 摘 要： | 度量乃管理之基石。文章介绍了传统软件度量理论，并分析了企事业信息系统软件开发及其需求工程的一些规律。然后给出了一个软件需求度量体系实例及其应用实例，最后分析了应用的效果。

| Abstract: | ： Measurement is the footstone of management．The paper introduces the background and major contents of classic software measurement theory and analyzes the rules in enterprise information system requirement modification．The author have designed a measurement and have applied it to a information system．The results of experiments have shown that the given measurement is effective． |
