新疆水电事业可持续发展战略探讨

新疆水能资源丰富但开发利用程度非常低，要彻底改变经济落后的局面，必须贯彻科学的发展观，不仅要以经济效益为中心，还应合理开发利用资源，走可持续发展的道路。优化电源结构，大力开发水电是薪疆电源建设的方针之一。必须努力协调解决好水电开发与环境、社会的矛盾，因地制宜的谋求发展，在满足当地水土资源平衡、保护生态环境的前提下，加快水电项目的开发利用，使薪疆丰富的水电资源优势转化为经济优势，实现薪疆水电事业的可持续发展。

On sustainable hydropower development strategy in Xinjiang

There are abundant water resources in Xinjiang,but its development and utilization are very low.In order to completely change the situation lagging behind in economy,it shall adopt scientific viewpoint of development.It shall not only lay the focus on economical effect,but also develop and utilize the resources reasonably in a way of sustainable development.Optimization of electric structure is one of power construction strategies to vigorously exploit water resources.Great efforts will be made to coordinate the conflicts between waterpower development and environment & society,and adjust measures to local conditions.Under the prerequisite of maintaining the soil-and-water balance and ecological environment protection,it shall speed up the development of hydropower projects so as to transfer the advantage of plentiful water resources into economic one,and then realize the sustainable development of hydropower industry in Xinjiang Uygur Autonomous Region.
