| 摘 要： | 考察了世界各国电网调度管理体制分析比较了3种主要调度模式的特点，探讨了电力调度与交易的关系，认为在电力市场条件下统一调度依然是世界各国的普遍选择。文章重点剖析了联合调度的成因与弊端，尤其是联合调度对资源优化配置的制约和对安全的影响。通过分析全国联网和建立电力市场对调度的客观要求，集中讨论了我国电网调度的性质和任务，提出统一调度是我国电网调度模式的理性选择，在建立全国互联电网、厂网分开、竞价上网的条件下，尤其应当依法实行统一调度和分级管理；国家级电网调度机构有效行使其法律授予的调度权不仅必要而且十分重要。

| Abstract: | Observating the different power dispatching models in other countries,the author compares three major dispatching models and indicates that the centralized dispatching model is the most commonly adopted one.The disadvantages of the decentralized model are analyzed and its negative effect on allocation of resource and security is emphasized. The strong demand for establishing national interconnection power system and integrated electricity market in China is examined. The conclusion is that the centralized power dispatching model is the rational choice for China. |
