制度创新:推进城市化进程的思考

当前浙江省城市化滞后于工业化,造成"村村象城镇、镇镇象农村"的不合理现象,它是原有经济、社会体制作用下的必然结果,要加快推进城市化,不仅要有科学合理的规划,更重要的是要突破原有体制的阻碍,进行制度创新.本文从城市要素的空间集聚、城市建设的资金与土地指标、城市管理体制和区域发展协调机制等方面探讨了制度创新问题.

Institutional Innovation-Thinking on propelling he urbanization process

Urbanization does not fit with the development of industrialization in Zhejiang Province, and this phenomenon is the result of the intrinsic economic and social institution. To propel the process of urbanization, not only the scientific planning is needed, but also needs the institution innovation. This paper discusses the innovation issues from the aspects of space centralization, urban finance, land use index, urban administrational institution and regional coordinate development.
