| 摘 要： | 水利工程生态保护应当立足于保护生态系统的动态平衡和良性循环,坚持预防为主、全过程控制的原则.尽管目前我国水利工程生态保护的法律调控机制已经初步建立,但还存在一定问题,应加强以环境影响评价制度为核心的综合调控制度建设.

| Abstract: | Ecological protection of water project should base on homeostasis and fine circulation, giving priority to prevent and course control. Although legal control mechanisms in the ecological protection of water project have been established in China, there are still some problems and we should strengthen integrated control mechanisms in the cores of environmental assessment system. |
