摘    要:分析了目前淮河行蓄洪区在防洪运用中存在的问题,认为最根本的还是要解决人与水争地的矛盾,协调处理好人类自身发展与自然界的关系问题.提出关于淮河行蓄洪区的具体建议:要吸取长江大水的教训,重新研究和修订沿淮河行蓄洪区规划,适当提高行蓄洪标准;加大投资力度,加快行蓄洪区安全建设速度;依法管理蓄滞洪区,尽快制定蓄滞洪后的补偿政策和救助办法;团结抗洪,顾全大局,实施科学调度,合理运用行蓄洪区

Abstract:The paper indicates that one of the existing problems with the use of the Detention and Diversion Areas(DDA) is to solve the problems in contending for arable areas between man and floods,and to coordinate and handle the relation between the development of man and nature.Some suggestions on adoption of the DDA such as drawing lessons from the 1998 Yangtze River flood,revising the plan for the DDA,raising the criteria for flood prevention of the DDA,increasing investment,speeding up the construction of the DDA,administrating the DDA by relevant laws,formulating policies for compensation and financial support for the DDA,considering the overall interest,etc.
