| 摘 要： | 从安全监管的功能和原则出发，分析了石化企业安全管理体系的内容、结构形式及特点，说明该体系是用系统工程的原理和方法对企业安全生产实施管理的一种有效的方法，在具体实施过程中，必须注意与其它现代的管理方法相结合，使安全管理由定性管理逐步走向定量管理。
