我国食品安全监管政府职能的历史转换及其影响因素

摘    要:理清食品安全监管政府职能的历史转换具有重要的意义。我国食品安全监管中的政府职能从与计划经济体制相适应向与市场经济体制相适应转变,具体经历了对食品卫生实施内部全面管理、国家外部监督管理和对食品安全实施政府动态监控3个阶段。食品安全监管政府职能的历史转换主要受政府职能总体定位和食品安全现状的影响。
