| 摘 要： | 珠三角"三旧"改造(旧城镇、旧厂房、旧村居,简称"三旧")实际上的焦点是对现有农村集体建设用地格局(包括土地利用和土地收益格局)的一次"破旧立新"式的改革,它将面对大量的既得利益主体,已经不再是一个土地用途和强度提升的技术问题,而是利益重新分配的难题.因此,如何在地方政府和村集体之间达成共识,形成利益共同体,是顺利实施"三旧"改造的关键所在.通过时佛山南海联滘地区再开发的实证研究,试图揭示在"三旧"改造过程中遇到的若干问题和矛盾,并在此基础上提出一些设想.
