| 摘 要： | 河南省桐柏县淮河流域区地处淮河源头,区域内水土流失严重,洪涝灾害频繁,水资源极其贫乏。为了保 持桐柏县经济可持续发展,保护淮河源头水质,采取了工程措施与生物措施相结合的防洪保障、水资源 供给、水资源保护及水环境保护措施。

| Abstract: | Tongbai County is located in the source of the Huai River. It suffers a serious water shortage due to severe soil erosion and frequent flood disas- ters in the region. In order to sustain economic development of the Tongbai County, protect water quality of the sources of the Huai River, measures for flood protection, water supply, water resources protection and water environment prevention has introduced, which combines engineering measures with biological measures. |
