上海城乡供水管理体制改革优化方案初探简

供水系统是重要的城市基础设施之一。在以往上海的供水行业规划和建设中，比较注重技术方案的论证，对管理体制机制的互适性研究较少，以致目前部分重大规划供水工程设施建设推进相当困难。供水工程由水源、水厂和管网等组成，具有明显的系统性、相关性和整体性特征，但是受城乡二元供水管理体制的束缚，在现实情况下引发本市供水系统诸多建设和管理矛盾。该文分析了上海城乡供水系统的技术特点，结合上海供水管理体制的具体情况，提出了两个管理体制优化方案。

Primary Exploration for Optimization Scheme of Management System Reform of Urban and Rural Water Supply in Shanghai

Water supply system is one of the most important basic facilities in the city. When water supply system in Shanghai was under planning and construction in the past, certification of technology scheme was paid more attention than the compatibility of man- agement system. This phenomenon caused the construction advance of major water supply planning project difficultly. Water supply system consists of water resource, waterworks and pipe networks, which possess feature of systemic, correlation and integrality. But in fact contradiction in construction and management of water supply system occurs due to the limit of urban and rural dual water supply management system. The technical characteristics of Shanghai urban and rural water supply system were analyzed. Combined with the concrete situation of water supply management system in Shanghai, two management system optimization schemes were proposed.
