三基线环境空间评价方法在资源型城市发展规划环境影响评价中的应用研究

摘    要:为贯彻科学发展观,协调资源型城市发展与环境保护之间的矛盾,当前资源型城市发展规划环评应具体落实节能减排的要求。本文通过分析资源型城市发展的环境影响特征和资源环境制约因子建立了三基线环境空间评价模型,其中包括由资源承载、污染控制和生态安全三个制约因子构成的三基线环境空间理论模型,承载力增值和环境空间占用率两个应用概念以及围绕制约因子建立的一套指标体系。将该评价模型应用于鄂尔多斯主导产业发展规划环境影响评价中,系统分析主导产业发展规划的规模、结构和布局并从环境保护的角度对其影响进行综合论证和评价。

Abstract:In order to implement the concept of Scientific Development, coordinate the contradictions of resource-based city between development and environmental protection, current PEIA should implement the requirements of energy-saving and emission reduction. The paper established the three baseline environmental space (TBES) assessment model by analyzing the environmental impact characteristics and constraint factors of resource-based cities development. The assessment model including TBES theoretical model, formed by three constraining factors of resource carrying, pollution control and ecological safety, two application concepts of the value-added capacity and the occupancy rate of environment space, and then a evaluation index system. The assessment model is applied in one of the Ministry of Environmental Protection's pilot studies. That is the PEIA of the Pillar Industry Development Planning of Ordos City, Inner Mongolia Autonomous Region. It analyzed size, structure and layout of planning leading industry, and then evaluated the impaction comprehensively from the perspective of environmental protection.
