| 摘 要： | 我国东北老工业区与当年衰落的德国鲁尔工业区有许多相似之处，而鲁尔工业区利用循环经济模式成功改造和振兴的例子为我们提供了重要的启示。在借鉴老工业区按循环经济模式改造的理论及德国鲁尔工业区实践的基础上，结合东北老工业基地发展循环经济所具有的政幕、自然资源、企业资源、人力资源等优势，提出借鉴鲁尔工业区先进经验，从立法保障、政府政策倾斜、发展静脉产业、完善指标评价体系、加大技术改造等各个方面。利用循环经济模式改造和振兴我国东北老工业基地的主张。

| Abstract: | There are many similar places between our northeast old industrial district and the declined German Lu'r industrial district,but Lu'r industrial district provides us a successful transformation example using the circulation economic type.On the base of the theory and practice of transforming old industrial base with circular economy, together with the advantages of the northeast old industrial base to develop the circular economy,the paper raises that we should study the successful practice of Germany and transform the old industrial base of northeastern China.The methods include law,policies of government,indicator system,technological transformation,etc. |
