政府公共危机管理与消防综合应急救援力量建设

全面加强公共危机管理，建立和完善应急救援体系，是构建社会主义和谐社会的内在要求，是广大人民群众最现实、最关切、最直接的利益所在，是构建公共服务型政府的必然选择。我国已初步建立了应急联动系统与突发公共事件应急机制，突发公共事件应急预案框架体系基本形成。公安消防部队作为政府公共应急救援的骨干力量，在应急指挥体系、快速反应、应急救援经验、特勤队伍建设、专业性和综合性、教育培训和科技支撑体系等方面具有明显的优势。从我国的基本国情、经济社会发展需求和应急救援工作的实际出发，把公安消防部队建设成为政府综合应急救援力量，有利于促进“统一指挥、反应灵敏、功能齐全、协调有序、运转高效”的应急救援机制的形成与完善。

Discussion on the establishment of public crisis management and synthesized fire emergency rescue force

To strengthen the public crisis management, establish and improve the emergency rescue system is the inherent requirement for constructing harmonious society, the inevitable choice for constructing public service government. It is also where the interests of the broad masses of the people. The emergency linage system and emergent public affair system have been established. As the backbone of public emergency rescue, the fire troops have clear advantages in emergency commanding system, quick respond, experiences in emergency rescue,establishment of special troops, expertise as well as training and technical support. Based on the real conditions of China as well as the real need of the society, the fire troops can be improved and become the main forces for emergency rescue.
