| 摘 要： | 从标准化文件的结构、起草的总体原则和要求、文件名称、层次、要素的编制和表述规则以及文件的编排格式等方面对比分析了新版GB/T1.1—2020与旧版GB/T 1.1—2009之间的差异，研究了GB/T 1.1—2020与GB/T 1.1—2009主要技术内容的变化对标准制定工作的影响，讨论了新旧版本内容变化对提高标准化工作质量的帮助和贡献。建议各标准化技术委员会及标准化工作者积极学习掌握新版GB/T 1.1—2020的主要内容，并按照GB/T 1.1—2020的规定开展标准制定工作，以提高标准的编制质量。

| Abstract: | This article analyzed and compared the differences between GB/T 1.1—2020 and GB/T 1.1—2009 from the aspects of the document structure, general principles, standardization objective, names, the organization and subdivision of the subject matter, and the verbal forms for expressions of provisions. This article also studied the impact of changes in the main technical content of GB/T 1.1—2020 and GB/T 1.1—2009 on the standard-drafting work, and discussed the changes in the new and old versions of the standard for the improvement of quality on the standard-drafting work. All of the standardization technical committees and standardization drafters are recommended to learn and master the main content of the new version of GB/T 1.1—2020 and carry out the standard-drafting in accordance with the regulations of GB/T 1.1—2020 to improve the standard drafting quality. |
