中国生态空间类规划的回顾、反思与展望--基于国土空间规划体系的背景

回顾了中国生态空间类规划的发展历史,指出生态空间类规划曾经作为城乡规划体系的"补丁系统"得以逐步发展和丰富。在当前"一优三高"的国土空间规划体系背景下,生态空间类规划的地位将发生跃迁,生态空间规划体系将逐步建立,规划的编制要从4个方面调整编制思维,即做好生态空间棋盘、协调城绿空间布局、提供多元服务供给和完善规划治理模式。未来在基础理论方面要着力于生态空间治理的"影响动因及其演变规律""参与主体及多元治理"的研究探索。

Review,Reflection and Prospect of Ecological Spatial Planning in China--Based on the Background of Land Spatial Planning System

The paper briefly reviewed the history of the establishment of ecological space planning in China, and pointed out that the ecological space planning has gradually developed and been enriched as a "patching system" for urban and rural planning systems. Under the guidance of the territory spatial planning with the concept of "ecological protection priority, high quality development, high quality life and high level of governance", its planning ideology should shift from "patch", "standard", "constrained" and "management" into "coordination", "customized", "supply" and "governance". Based on this theory, the research and exploration should focus on "influence motivation and its evolution law" and "participation subject and multi-governance" in ecological space governance should be focused on.
