青海省电信公司普遍服务概况

青海省电信公司一直担负着青海省的普遍服务义务,多年来取得了一定的成绩。如已具备较为齐全的业务种类、遍布全省的服务网点、多样化服务手段和低廉的服务资费等,也达到了一定的电信服务普及率。但由于青海地处边陲,经济发展相对落后,实施普遍服务也有许多困难。如消费水平低、运营商长期亏损;投入大、回收慢;线路长、维护成本高等。运营商的意愿是尽快建立普遍服务补偿机制、取消不对称管制、在资费上给于一定的自主权等。

Qinghai Telecom is taking on the duty of universal service all along and obtained some achievements for the years past,for instance,rather completed services,wide -spread service site,diversified service modes and low -price service fee have been established and somewhat telecom service popularity has been reached.However,due to the geographical position and low development level in Qinghai,there are many difficulties in the implementation of uni-versal service,such as low consumption,opera-tor's long-term deficiency,large amount of in-vestment and slow return,long line distance and high maintenance cost.It is hoped by operators that compensation system for universal service be established,asymmetrical regulation be can-celled and freedom be given in service fee.
