水文信息化思路与总体框架设计探讨

摘    要:为更有效地推进水文业务的信息化水平,积极利用先进的信息化理念和技术,指导水文行业全面推进信息化建设,提升水文信息化的效能,立足水文业务信息化发展的现状,深入梳理水文业务信息化的建设需求,着眼未来信息技术发展趋势,引入大数据、支撑平台、云计算等新技术新理念,探讨水文信息化发展的基本原则、建设思路和总体框架。研究结果表明:水文信息化要坚持以业务为核心、技术和理念先进、总体规划分步实施的原则,从信息汇聚、数据管理、专业应用和聚焦服务 4 个方面入手,以水文智能感知网为基础、以区域水利信息资源为依托,以水文数据管理和业务应用为重点、以云平台保障体系为支撑,构建智慧水文业务信息系统的总体框架。

Research on the Thinking and Overall Framework Design of Hydrological Informatization

Abstract:In order to effectively promote the informatization level of hydrological business, use the advanced informatization concepts and technologies, guide the hydrological industry to comprehensively promote the informatization construction and improve the efficiency of hydrology informatization, based on the current situation of hydrologic service informatization development, this paper deeply combs the construction needs of hydrologic service informatization, focuses on future information technology development trends, introduces new technologies and concepts such as big data, support platform and cloud computing, and discusses the basic principles, construction ideas and overall framework of hydrological informatization development. Results show that hydrological informatization should adhere to principles such as business-core, advanced technology and concept, and step-by-step implementation of the overall plan. Based on hydrological intelligent perception network, the overall framework of intelligent hydrological business information system is built from four aspects: information aggregation, data management, professional application and focused service, relying on regional water information resources and cloud platform support system, and focusing on hydrological data management and business application.
