| 摘 要： | 制度的含义是指要求成员共同遵守按一定程序办事的规程;而制度创新则是指由制度的承担主体对规程的主动导引以适应事物发展变化的活动。本文通过对中国五十年城市规划事业的发展的回顾,以及对计划经济时代、转轨时期及市场经济时代三个时期制度变迁的适切性分析,总结了我国城市规划制度变迁的特点;并从“个人、集体、政府”三个主体的角度提出了建立市场经济体制下中国城市规划制度创新的动力机制的设想。

| Abstract: | This paper reviews the process of the urban -planning in China,and analysises the characteristics of the three stages,that is,planned economy,transfer period and market -economy.It brings forward to consider the three powers of the institutional creation and propose a perspective framework of institutional creation of urban -planning in China. |
