In order to protect the old city in the urban reconstruction, we must learn its historical development, and deal with the dialectical relation between protection and reconstruction, make the past serve the present through modern plan method. The author learned from practice how the protection and reconstruction of Three Lanes and Seven Alleys is planned and how the relation among city,construction and culture is rationally solved. We must carry out land rent-ratifying , regulate government conduct,advocate fair competition according to the plan.
