水土保持"三同时"制度执行中存在的问题与对策

当前水土保持"三同时"制度在贯彻执行中存在着方案编制滞后、编制内容雷同、方案审批越权、重编制轻实施等问题,结合黄河流域水土保持监督工作实践,提出了加强相关部门协作配合、建立水土保持方案编制资质年审制度、强化管理杜绝越权审批、强化流域机构监督管理职责等对策.

Problems with Implementation of "Three Simultaneous" System on Water and Soil Conservation and Countermeasures

Currently, in the implementation of "three simultaneous" system on water and soil conservation, problems such as designing making plan is always delayed, or with same contents, which is approved by authority that exceeds its power or plan implementation is weak. Therefore, based on the practices of water and soil conservation supervision in the Yellow River Basin, it is suggested that encourage concerned departments coordination, setting up rules for annual inspection of plan-making qualification for water and soil conservation, strengthening management so as to stop exceeding power behaviors and reinforcing supervision functions of river basin authorities.
