矿产资源基地开发社会效益评估方法探讨

社会效益评估是矿产资源基地整装勘查开发技术经济评价的重要组成部分。通过对比现有评估指标与方法，从社会经济、社会发展、自然与生态环境以及国家资源安全影响等四个维度，系统构建包括4个一级指标和6个二级指标、多专家组Delphi&ANP法权重确定及指标评分的矿产资源基地开发社会效益综合评估模型。并以青海祁漫塔格矿集区为例进行应用和示范评估，结果表明该模型具有较好的适用性和操作性，可以为类似矿产资源基地开发社会效益评估提供方法参考。 

A Discussion on the Social Benefits Valuation for Mineral Resources Base

The assessment of the social benefits is an important part of the technical and economic evaluation, especially about the development of mineral resource bases. This article compares existing assessment indicators and methods. Then a comprehensive evaluation model was constructed, which includes the evaluation index system consisting of four primary indicators and six secondary indicators. And the method is Delphi&ANP. Taking the Qimantage mineral resources base in Qinghai as an exampleby applying the model, the paper shows that the model has good applicability and operability. This method, as a research on social benefit evaluation method in mineral resources base, can be taken as a reference for the macroscopic decision in similar circumstances.
