洋口港开发建设与江苏“江海联动”战略研究

江苏沿江港口水深不足、布点密集、重复建设、盲目竞争,长期未得到充分开发,江苏沿海地区在很大程度上影响了江苏经济的发展。"江海联动"战略是以提高港口经济的整体竞争力为基点,以提升江苏省综合竞争力为目标,重新审视"整合沿江",高度重视"开发沿海",对于江苏经济社会全面发展,特别是苏中、苏北地区实现跳跃式发展有着重大的现实意义。研究江苏区域经济发展战略,就要使苏中、苏北的发展有突破口,突破口就在港口。洋口港是江苏建港条件最好的深水海港,现在经济论证、技术论证都取得了很多成果,应加快洋口港的开发,以此拉动长江北岸港口的整合,带动江苏沿海经济的开发开放,进而辐射整个长江流域。

Strategies for Yangkou Port development and linkup of Yangtze River with Yellow Sea

The factors, such as insufficient water depth in the areas near the harbors along the Yangtze River, dense harbor distribution, and repeated harbor construction, and unreasonable competition, hinder the overall development of the harbors and the development of Jiangsu economy to a certain degree. The strategy of linkup of the Yangtze River with the Yellow Sea, taking the improvement of the integral competitive power of the harbor economy as the basic point, and the improvement of the comprehensive competitive power of Jiangsu Province as the objective, reconsidering the concordance of the cities along the Yangtze River, and highly emphasizing the development of coastal cities, is of great significance to the overall development of Jiangsu economy, especially to the rapid development of the middle and north Jiangsu Province. Research shows that the key to the economic development of these areas is the construction of harbors. Meanwhile, results from economic and technical argumentation indicate that the natural condition at the Yangkou Port is very suitable for construction of a deep-water port. So, it is necessary to accelerate the construction of the Yangkou Port for the integral development of the harbors on the north bank of the Yangtze River, and for the economic development of coastal areas, even the whole Yangtze River Basin.
