黄河流域灌溉发展成就与前景

人民治黄５０年来，黄河流域（包括下游引黄灌区）灌溉事业得了迅速发展，截止１９９４年年底，全流域灌溉面积已发展到７３１万ｈｍ＾３因灌溉年净增产粮食１２０亿ｋｇ。全河灌溉技术发展迅速，在井渠结合治理盐碱地、灌区泥沙处理、节水灌溉、高气程灌溉等方面取得了突出成绩。随着灌区的开发与建设，管理水平不断提高，计划用水、水费征收、计量供水等管理措施的应用，保证了灌效益的充分发挥和灌区自身经济实力的壮大。分析认为

Achievements and Prospect of Development of Irrigation in the Yellow River Basin

Irrigation facilities in the Yellow River (including irrigation distrisct in lower Yellow River) developed rapidly for 50 years since the Yellow River began to be harnessed. By the end of 1994,the irrigation area had reached 7310 thousand ha and the grain output purely increased 12 billion kg per year for implementation of irrigation facilities in the total basin. Irrigation technique also developed rapidly and great achievements had been made in harnessing saline-alkaline land by combining wells with detches, dealing with sediment in irrigation district, water-saving irrigation and high pump lift irrigation etc. With the exploitation and construction of irrigation district, management level increasingly enhanced. The management measures such as water use in a planned way,collection of water fee and rationing supply of water ensured the full play of benefit of irrigation and the growing strength of self-economy of irrigation district. According to estimation,the irrigation area in the Yellow River basin will reach 8810 thousand ha by the year of 2000 and 8910 thousand ha by the year of 2010. From now on,irrigation districts should take economic benefit as their central task,strengthen renewal and latent power,and develop water saving irrigation.
