| 摘 要： | 秦始皇是中国第一个皇帝，集功过于一身。他的集权管理思想、巩固政权的管理思想和社会建设思想具有独特的历史意义和借鉴价值。他的集权管理思想主要包括中央集权和郡县制的政治集权思想，统一度量衡的经济集权思想，统一思想的文化集权思想；他的巩固政权管理思想主要包括通过巡游督察天下；他的社会建设思想主要包括追求全面统一，注重法家思想。

| Abstract: | Qin Shi Huang is the first emperor in Chinese history. Pie is an emperor with achievements and mistakes. His management thought of centralization, regime consolidation, and social construction has its unique historical significance and reference value. His management thought of centralization mainly includes the political centralization thought of central authority and country system centralization, economic centralization thought of unifying weights and measures, and power cultures thought of unifying thought. His regime consolidation management thought mainly includes supervising the whole country through ceremonial journey. His social construction thought mainly includes aspiring after full unification, and attaching importance to Legalism thought. |
