国家宽带战略:实施建议与思考

针对至今仍缺少国家主导机构、缺乏系统的宏观统筹和操作措施的现状,通过借鉴其它国家宽带战略(NBB)实践效果及思考、以及NBB与宽带应用在国家发展中作用的重新定位思考,阐述了中国宽带战略(CNBB)对云计算、物联网、信息通信等战略型新兴产业,对国家信息化发展的步骤、对新型管制政策建设等方面的因果互动关系,同时还阐述了CNBB实施中的一些关键措施和主要矛盾。

Implementation Thinking and Proposal about CNBB

Since the status quo is that we still lack of state-led institutions,systematic macro co-ordination and operational measures,this paper takes examples from the NBB effect of the strategy practice of other countries,relocates the roles of the NBB and broadband applications in national development,describes the causal interaction relationship among CNBB and cloud computing,Internet of things,information and communication industry,the development of NBB,and the construction of new regulatory policies,while also elaborates some key measures and principal contradictions of the CNBB implementation.
