利益相关者视角下矿业遗产旅游PPP项目开发风险

矿业遗产旅游是近年来我国旅游产业的新兴领域，PPP模式已成为我国建设基础设施和公共服务类项目的重要手段。基于利益相关者理论，从政府部门、社会资本方、各承包单位、矿区原职工及居民、金融机构五大利益相关者的角度出发，探讨矿业遗产旅游PPP项目开发中各利益相关者的权责定位及利益需求，并对其进行行为风险识别与分析，从而提出具体的、可操作的策略建议，以促进矿业遗产旅游PPP项目的推广和运用。 

Stake-holder perspective investigation into the development risks of mining heritage tourism PPP project

Mining heritage tourism is a new field of China's tourism industry in recent years, PPP mode being an important means to build infrastructure and public service projects. On the basis of the stake-holder theory, this paper discusses the responsibilities and interests of stakeholders in the development of mining heritage tourism PPP projects from the perspectives of government departments, social capital parties, contractors, former employees and residents of mining areas, and financial institutions. Their behavioral risks are identified and analyzed. Plausible suggestions are put forward to promote mining heritage tourism PPP projects.
