| 摘 要： | 随着IP技术的发展，电信网络提供了VoIP业务，为用户提供了灵活快捷的沟通方式，但VoIP业务终端需要与现有的大量普通非智能固定电话终端拨号互通，需要支持简单的拨号方式。文中介绍了VoIP用户的E．164编号方案和寻址技术，通过选择地理号码方式为VoIP用户编号，结合移动通信的HLR＋VLR寻址技术完成对用户的寻址，实现了VoIP用户移动以及与现有的非智能固定电话终端互通的功能。
