"城中村"改造综合支撑系统探析

“城中村”问题，集中反映了中国农村城市化进程中新旧体制交替和磨合中的各种矛盾，“城中村”改造涉及户籍政策、土地制度、社会管理组织模式、经济所有制模式、规划建设管理等诸多方面，是一个复杂的系统工程。本文在坚持可持续发展、开放性和土地换保障原则下，构建了涵盖经济、管理、社会保障和法规支撑予系统为主体的“城中村”改造综合支撑系统，并对各子系统构成要素进行探讨，“城中村”改造综合支撑系统的建立将有利于推动城市化的可持续发展。

RESEARCH ON SUPPORTING SYSTEM OF THE RECONSTRUCTION OF VILLAGES IN CITY

The problem of villages in city reflects the all sorts of confliction during the urbanization progression in China, while old system is replaced by new one. The reconstruction of villages in city is a complex systematic project, which involves domicile policy, land system, society management pattern, economy proprietorship pattern, program construction managment, and so on. This paper focuses on the problems of reconstructing villages in cities and probes into the sub-systems in the frame of supporting system of reconstructing villages in cities, including constitution supporting system, rights-safeguarding supporting system, legal supporting system and external environment supporting system. The sustainable development of urbanization would be promoted by the establish of supporting system of the reconstruction of villages in city.
