多样性塑作为一种规划手段

城市多样性的概念是广泛的，它所包含的主题也是多样的。通过对城市多样性概念的广义理解及城市多样性存在的问题分析，指出城市多样性塑造不能仅仅局限在城市物质空间的塑造方面，而应充分考虑城市经济、社会、生态环境及文化等多种要素，并结合我国现有规划体系，在规划编制与实施管理过程中将多样性塑造与区域规划、总体规划及详细规划有机结合起来，发挥城市规划作为公共政策的控制与引导作用，将城市多样性塑造作为控制与引导城市发展的一种规划手段。

One Kind of Planning Instruments:Building Diversity

The concept of the urban diversity is extensive, so be its subject. Through general understanding of urban diversity concept and analysis of its problems, this article points out that building urban diversity could not just limited to building physical space, but considering other elements, such as economics, society, environment, and culture, etc, and presents that building diversity should combine with district planning, general planning, and detailed planning in the course of planning compilation, implementation and management to make it as a kind of planning instruments controlling and guiding urban development.
