DSTC-PDCA循环法在安全管理中的应用和研究

在长庆油田5000万t稳产增效和高质量发展进程中,采气作业区狠抓安全管理、督促指令落实,安全指标和产量任务全面完成。但在生产管控的高压态势下,安全管理现状趋于“疲软”,制度不明确、职责不落实、培训不到位、隐患不闭环等管理问题频发,对采气作业区安全管理提升形成严重制约。针对采气作业区安全管理现状,在对安全管理现状进行系统分析后,创建DSTC-PDCA循环管理法,分析总结DSTC-PDCA循环管理对安全管理的实质作用,有效解决安全管理瓶颈问题。

APPLICATION AND RESEARCH OF DSTC-PDCA CYCLE IN SAFETY MANAGEMENT

In the process of maintaining stable oil and gas production of 50 million tons per year and increasing efficiency and high-quality development of Changqing Oilfield,some management problems occur frequently under the high pressure situation of production control,such as the current situation of safety management tends to be“weak”;the system is not clear;the responsibilities are not implemented;the training is not in place,the hidden dangers are not closed loop and so on.This restricts the promotion of safety management in gas production area seriously.In this paper,according to the status quo of safety management in gas production areas,DSTC-PDCA cycle management method was created after a systematic analysis of the current situation of safety management.This paper analyzes the substantial function of DSTC-PDCA cycle management on safety management so as to solve the bottleneck problems of safety management effectively.
