| 摘 要： | 能源是社会、经济发展的基础。优化能源消费结构 ,安全稳定保障能源供给是中国经济可持续发展 ,实现在 2 1世纪中叶达到中等发达国家水平战略目标的重要支柱。我国是一个富煤贫油的国家 ,以煤代油是中国一项非常重要的能源政策 ,尽快研究和开发以煤炭能源就地转化为高效洁净能源 ,对国民经济可持续发展 ,保护环境与生态平衡具有重要的现实意义和深远的战略意义。
