| Abstract: | With the development of mobile communications, the number of users and the volume of business are growing, hotspots often congested condition that affects the user＇s data and voice services. At the beginning of PCC network construction, how to improve the user＇s feelings safely and effectively is necessary to be considered. This paper discusses the possible options and makes a comparison. |
