通信工程设计文件质量评估体系建立及对标分析

摘    要:本文针对传统设计说明文件评估体系过于宏观、不易操作量化、偏差大等问题,提出新的通信工程设计文件质量评估内容、评估指标,采用优化层次分析法确定了指标权重并建立了通信工程设计文件质量评估体系。

Abstract:: Network quality was the lifeline of communication enterprise, while design was an important link to guarantee network quality. The new quality evaluation contents and indexes were proposed to improve the traditional design document quality evaluation system which had disadvantages such as too macro, difficult to operate and quantify, and large deviation. Quality evaluation system of design document in communication engineering was constructed in use of index weights determined by Optimized Analytic Hierarchy Process(OAHP). Quality evaluation and benchmarking analysis for preliminary design documents extracted from three communication design enterprises were done by the constructed evaluation system. The results indicate that the evaluation system can estimate quality level of preliminary design document effectively and give results of index evaluation specifically. Benchmarking is helpful to find quality gap of designing document and analyze the causes which guides the enterprise to draw up targeted improvement measures and heighten design quality effectively.
