In this paper the necessity and feasibility of consultant institution taking part in full procedural cost management in construction project are elaborated from decision stage, design stage, bidding stage, implement stage and acceptance monitoring stage. Author point out that administrative division should create condition to promote full procedural cost management of consultant institution in construction project to contribute to the proper determination and effective control of engineering cost.
