| 摘 要： | 为促进地下水资源可持续利用,有效预防或解决因地下水不合理开发利用引发的环境地质问题,维系区域生态系统良性循环,2012年颁布的《国务院关于实行最严格水资源管理制度的意见》明确提出,实行地下水取用水总量控制和水位控制。通过对地下水取用水总量控制和水位控制制度内涵分析,论述了实行水量和水位双重控制管理的重要性,探讨了制度实施过程中主要的技术问题,提出了加快推进制度实施的措施建议。

| Abstract: | In order to promote sustainable utilization of groundwater, prevent or solve environmental geology problems and keep healthy circle of regional ecological system, Advice on Implement the Most Strict Water Resources Management by the State Council is released, which clearly proposes total volume and level control of groundwater. Based on the analysis of control system, both the important of dual control and the main technical problems in the implementation process are discussed. Furthermore, the measures and suggestions for accelerating system implementation are carried out. |
