| 摘 要： | 2003年5月,广东省深圳市区级人大代表进行第四届换届选举.特区内4个区中有3个区出现了"非组织提名"候选人参与竞选,深圳的区级人大换届选举中出现的这一现象绝对不是偶然的巧合,有必要对此作深入的思考,分析由"确认性选举"到"竞争性选举"的内外驱动力.

| Abstract: | On May, 2003, the 4th election for representatives of District People's Congress in Shenzhen City, Guangdong Province was completed. Among four districts, three had candidates nominated by non-organizations. This phenomenon was not haphazard and called for an in-depth analysis of the internal and external driving power from "appointed election" to "competitive election". |
