从南流江水权分配转让谈广西水权制度建设

论述了南流江上游大容山电站建成后,玉林市所属的玉州区(原玉林县)与北流市(原北流县)两个不同的行政辖区之间就电站发电后尾水使用权的分配、转让的由来、发展和分配方案的确定过程中,所产生的一系列问题,分析了南流江水权分配存在的历史背景、存在问题,提出了促进广西水权转让的建议。

Observe water property system construction in Guangxi through looking into water property distribution and transfer of Nanliu river

After the Darongshan Hydropower Plant located on the upper reaches of Nanliu river was put into operation,Yuzhou district and Beiliu city,the original Yulin county and Beiliu county,both within the jurisdiction of Yulin city,have seen a series of problems with regard to the distribution and transfer of tail water property.An analysis was made on the historical background and problems existing in the water property distribution of Nanliu river.The authors also put forward suggestions for promoting water property transfer in Guangxi.
