摘    要:国家海绵城市试点已进入验收阶段,径流总量控制率是建设效果评估的关键指标之一。海绵城市建设技术指南中给出了径流总量控制率的计算方法,但它是通过长序列(一般30年以上)降雨数据排序计算得到的,是反映了长期降雨规律的一个综合平均值。海绵城市考核的年份往往对应具体的水文年型,用统一的综合平均值去考核具体的水文年型,在丰水年标准偏严,在枯水年偏松,不能客观反映海绵城市的建设效果。本文定量分析了海绵城市径流总量控制率的年际变化特性和概率分布特征,基于海绵城市建设技术指南核算了特定年份径流总量控制率的客观指标,可为海绵城市建设效果的考核提供参考依据。

Abstract:The national sponge city pilot has entered the stage completion,and the volume capture ratio of annual rainfall (VCRAR) is one of the key indicators for the evaluation of construction effect. The calculation method of VCRAR is given in the technical guide of sponge city construction, which is obtained by sorting the rainfall data in long time series (generally more than 30 years),so it is a comprehensive average value reflecting the long-term rainfall pattern. In the year of assessment,it usually has a specific rainfall pattern. If the unified comprehensive average value (refer to VCRAR) is used to check the specific hydrological year type, the standard is too strict for the year with abundant rainfall, and too loose for the year with scarce rainfall, which could not objectively reflect the construction effect of sponge city. In this paper,the annual variation characteristics and probability distribution characteristics of the rainfall in specific year are quantitatively analyzed. Based on the technical guide of sponge city construction issued by ministry of housing and urban-rural development, the objective indexes of VCRAR were calculated by using the rainfall datasets of the assessment year,which could provide scientific supports to evaluate the construction effect of sponge city.
