摘    要:采用系统分析方法,通过对政府从宏观角度确定收费费率合理范围并最终审批,高速公路经营开发公司从微观角度决策建设和经营重载高速公路,重载车辆的经营者决策出行路径与重载数量的目标分析与博弈过程研究,建立上层政府追求所有出行者盈余最大化,高速公路公司追求企业效益最大化,出行者追求自身经济效益最大化的三层博弈模型,具体优化求解采用遗传算法,综合实例仿真计算证明了该方法的可行性与正确性.
