沿海开发的国际经验及其对江苏的启示

通过对美国“阳光地带”、日本太平洋沿岸和韩国东南沿海区域发展历程的回顾，本文总结了国际沿海开发和城市化发展存在的共性规律。认为江苏沿海城镇发展要积极借鉴集中型城市化和城市区域化模式，有选择地培育深水港和门户中心城市，加强港口、一陆港产业和城镇的互动发展，加快以高速干线为主体的基础设施建设。在此基础上，还要结合江苏面临的区域形势与自然资源条件，形成多样化的动力机制，分阶段、有重点、按时序地推进区域开发与城市化进程。在汲取国际沿海开发教训的基础上，提出要超前确定综合目标，在严格保护生态的前提下实行“据点”开发，加强城乡统筹，及时调整区域产业结构。

The International Experiences of the Coastal Areas Development and Its Inspirations to Jiangsu Province

This paper reviews the developing progress of the American sunbelt, the Pacific coastal region of Japan and the southeast coastal area of Korea, summarizes some general regularities on the urbanization and development of the coastal areas that the concentrated ＆ regional urbanization is the suitable pattern of the development in Jiangsu Coastal area, and foster the ports and the central cities as the gateway for the foreign trades and communications, prompt the interaction development of the ports, industries and the cities, increase the infrastructures mainly the regional LRT, and create the multiple motive forces system, which based on the environment and nature resources of Jiangsu Province. And during the process of the urbanization and the regional development, the government should pay more attention on stage, priority and the time sequence, establish the leading target based on the similar international experiences and stress the development of the prior-point , strength the overall plan of the urban and rural area and adjust the industrial structure timely.
