构建长江流域综合管理法律体系的构想

长江流域管理涉及水利、环保、交通、城建、国土、能源、农业、林业等多个行业和部门，由于综合性流域管理法律的缺位，部门间的协商机制尚未建立，流域管理机构难以在流域综合管理中发挥主导作用。对长江流域涉水管理现状及法规建设进行了深入分析，提出以制定“长江法”为核心，加强配套法规建设，构建流域综合管理法律体系，强化流域综合管理。

Strengthening legislation system for integrated river basin management of Yangtze

River basin management involves many governmental departments such as water resources, environment protection, transportation,wrban construction, land, energy, agriculture and forestry. However, a coordination mechanism of these departments has not been established due to the lacking of legal status for river basin management, which results in difficulties for river basin authorities to take full responsibility for integrated water management. It is proposed to stipulate detailed provision for integrated river basin management by issuing the Yangtze River Act, based on current situation of Yangtze River management and analysis of legal system.
